Notice of the Monday, June 12, 2023, Board of Education Regular Meeting was posted at Harrisburg U.S. Post Office, Banner Capital Bank, Banner County Courthouse, Banner County School, and in the Western Nebraska Observer.

 

Call to Order

The regular June meeting of the Banner County School District Board of Education was called to order at 7:05 PM in the School Cafeteria, 200 School Street, Harrisburg, Nebraska.

The Nebraska Open Meetings Act was posted on the wall.

Roll Call/Welcome

Present: Megan Allen, Laura Baker, Bret Jeffries, Ronald Johnson, Jake Knaub, and Douglas Olsen. Also present: Evelyn Browne, Superintendent/BOE Secretary and Principal Charles Jones.

 

Pledge of Allegiance

President Ron Johnson invited members and guests to stand for the Pledge of Allegiance.

 

Approval of Agenda

Approve the agenda for the June 12th, 2023 Regular Meeting of the Banner County Board of Education. Passed with a motion by Bret Jeffries and a second by Laura Baker.

Awards and Recognition

Recognize the following students, staff, and patrons:

-Banner County earned 2nd place for Sportsmanship in MAC.

-Students with perfect attendance for the 22-23 school year: Wilbur Reichenberg, Conrad Kaminski, and Reece Kaminski

-Riley Jones and MaKayla Enriquez qualified for the state track and field championships in Omaha. Riley qualified in high jump and MaKayla qualified in the 1600 M run. Both represented Banner County well!!

-Katie Armstrong, Stephanie Stricker, and Kinsey Groves for organizing the Historical Day AR Road Fun Run.

-Kari Gifford, Wittni Boettcher, and the HEC kids did a great promotion with their "Drive-through" coffee service at Historical Days.

-Wyatt Reichenberg - Nebraska State High School Steer Wrestling Champion.

-Principal Charles Jones' contributions to the school and to the sports program as a coach during his 8 year tenure.

Hearing on Parental and Family Engagement, Bullying Prevention, and Student Fees

Open a public hearing at 7:12PM for the purposes of hearing support, opposition, criticism, suggestions, or observations of patrons relating to Board of Education Policy 1005.12 Parental and Family Engagement, Policy 504.20 Bullying Prevention, and Policy 504.19 Student Fees. Passed with a motion by Douglas Olsen and a second by Bret Jeffries.

At 7:15PM, the President Johnson closed the hearing on Policies 1005.12, 504.20, and 504.19 and declared the meeting in regular session at that time.

 

Public Comment and Discussion on the 2023-2024 Return to Learn Plan and ESSER III

Open a public hearing at 7:16PM for the purposes of hearing support, opposition, criticism, suggestions, or observations of patrons relating to the Return to Learn Plan for 2023-2024 and ESSERS III grant activities or funding. Passed with a motion by Bret Jeffries and a second by Laura Baker.

At 7:27PM, the Board closed the public comment on the 2023-2024 Return to Learn Plan and ESSERS III grant activities and funding.

 

Reports

Superintendent

Community

-Review of the Return to Learn Plan on the agenda; public consultation and comment for ESSER III

-AR Road Fun Run had 16 students run and 3 adults. Raised $190 for the AR road. Also, a total of

$80 was raised for the AR road through a 50/50 raffle that was completed during the FFA lunch at historical days. The winner donated their "$40" winnings back to the program!

-Pioneers Game Fundraiser took place on June 8th for the AR road.

-Historical day activities at the school included the parade staging and the FFA Lunch. Rick Caudillo organized the parade with the help of Kelly Rundell. Mr. C was also the MC for the parade.

-Abbie and Rebekah Jones represented the school in the Historical Day parade as the Wildcat and kitten.

-New website is under construction by Wiznerds Development Group.

Facilities & Transportation

-Application to the Nebraska Energy Office submitted. Phase 1 of the project (roof, windows, lighting, hallway ceilings) is $2,686,288. Loan request of $2.4 million for phase one of the project with monthly payments of approx. $15,000 over 15 years. (See attached)

-Repairs to Bus 2 under warranty - Bluebird refunded $4112.

-Material for track resurfacing is on site. Banner County Roads delivered - cost of delivery $2,496. Pat Parsons has begun the project!

-Three classrooms carpeted in middle wing. Tod, Mike, and Rick did great work!

-May Facilities report (attached)

Student Programs & Enrollment

-2023-2024 Enrollment - changes anticipated in both resident and Option students. PK enrollment is 6 at this time.

-CEP approved for 2023-2027. All students are eligible for free breakfast and lunch.

-Perkins Grant of $2800 awarded for greenhouse tables.

-Perkins Grant of $3775.78 awarded for new welder.

-State monitoring of Federal Programs received with no corrective action required: ESSERS, ESSA (Title I), American Rescue Plan - Homeless Children & Youth (letters attached)

-Emergency Operation Plan completed for submission.

-23-24 Accreditation received from NDE. (attached)

Principal

  1. High School Graduation was on May 13 and was well attended.
  2. Patrons Day was on May 16. The awards went well the track day got one field and two running events before it got rained out.
  3. There was 1 student on the High Honor Roll and 21 students on the A/B Honor Roll. There were another 9 students that missed the Honor Roll by one class.
  4. Makayla Enriquez and Riley Jones attended the State Track Meet in Omaha on May 19-

20. Makayla qualified in the 1600 Meter Run and placed 22nd. Riley qualified in the High Jump and finished in a tie for 9th. Commendations to coaches Mrs. Gifford, Mr. Gifford and Mrs. Stauffer for a good season.

 

Board of Education

Date set for the Back to School Open House on August 15, 2023.

Approve the fees, charges, payments, and tuition for the 2023-2024 school year as presented. Passed with a motion by Laura Baker and a second by Jake Knaub.

Authorization to Sign Checks

Award LP Bid

Approve and accept the bid from Peetz Farmers Coop to supply propane to the School District and associated members of the Interlocal for the fixed price of $1.20 per gallon delivered to the Interlocal members' propane tanks beginning September 1, 2023, and ending on August 31, 2024. All other bids are rejected. Passed with a motion by Jake Knaub and a second by Bret Jeffries.
