Minutes of the Banner County School District
Board of Education Meeting
Monday, June 10, 2024

Notice of the Monday, June 10, 2024, Board of Education Regular Meeting was posted at the
entrance to the school, the Banner County Court House, the Harrisburg Post Office, Banner Capital
Bank, in the Western Nebraska Observer, and on the school website.


Call to Order
The regular May meeting of the Banner County School District Board of Education was called to
order at 7:00PM in the School Cafeteria, 200 School Street, Harrisburg, Nebraska.
The Nebraska Open Meetings Act was posted on the wall.


Pledge of Allegiance
President Ron Johnson invited members and guests to stand for the Pledge of Allegiance.


Roll Call/Welcome
Present: Laura Baker, Ronald Johnson, Jake Knaub, Douglas Olsen, and Ryan Olsen.
Also present: Evelyn Browne, Superintendent/BOE Secretary and Troy Holmberg, Principal.
Board Member Megan Allen arrived at 7:12PM.


Approval of Agenda
Approve the agenda for the June 10th, 2024 Regular Meeting of the Banner County Board of
Education. Passed with a motion by Laura Baker and a second by Jake Knaub.

Awards and Recognition
President Johnson commended the following students and staff:
Katie Armstrong and Stephanie Stricker for organizing Historical Days Fun Run for AR Road.
Kambree Hottell was the 1st place Junior Varsity winner at the state trap shoot.

There was no public comment.


Hearing on Parental and Family Engagement, Bullying Prevention, and Student Fees
Open a public hearing at 7:03PM for the purposes of hearing support, opposition, criticism,
suggestions, or observations of patrons relating to Board of Education Policy 1005.12 Parental and
Family Engagement, Policy 504.20 Bullying Prevention, and Policy 504.19 Student Fees. Passed
with a motion by Ronald Johnson and a second by Laura Baker.

At 7:05PM, the Board closed the hearing on Policies 1005.12, 504.20, and 504.19 with no decisions
being made. President Johnson declared the meeting in regular session at that time.

Superintendent
Community
-AR Road Fun Run had 10 kids and 6 adults, including one all the way from Lincoln. Katie
Armstrong posted our race on a website called Running in the USA and that is how she found us.
Her goal is to run a race in every county in Nebraska. She is going to spread the word about
next year’s fun run within her running community. $220 was raised for AR Road reading incentives.
-Historical day activities were limited at the school due to construction. Rick Caudillo organized the
parade line-up and was also the MC for the parade.
-Abigayle Jones represented the school in the Historical Day parade as the Wildcat.
-Email received from Commissioner Darnall requesting to be added to the agenda to discuss
"Financial Assistance with BC Sheriff Funding." I invited the Commissioners to make a presentation
to the Board with specific details. They will make a presentation at the regular July meeting.


Facilities & Transportation
-Change order for AMERESCO Energy Project - additional $25, 875. Good news, the interest earned
in the Special Building Fund is $21,400. Roof is scheduled to finish on Thursday, June 13. A refund
for the first installation of LED lights should be around $11,893.28.
-Three classrooms were carpeted & 3 tiled in the High School wing. Tod, Mike, and Rick did great
work!
-We signed a Memorandum of Understanding with Nebraska Cybersecurity Network for Education
to support network security. There is no charge for this service.


Student Programs & Enrollment
-Current 2024-2025 Enrollment PK = 7; K-5= 63; 6-8= 25; 9-12=35, LL=1, VALTS=1;
PBDT=1 Total = 134
Option IN: 41 Option OUT: 19
-DMV conducted an audit via email of Banner County Schools Driver Safety School program which
was completed on June 3, 2024. The results of the audit were satisfactory. Four students
successfully completed Driver Safety this year during OEFs.
-Perkins Grant of $4200 approved for Ironworker, punch and die set for Metals & Fabrication class.
-In preparation for the 2024-2025 budget, I will request the Board to vote on increasing the
Property Tax Authority with the additional amount that can be accessed with 70% board approval.
For our district, the Board can approve up to 7% - or $261,311. This will be included in the July 8
agenda and posted 1 week ahead of the meeting as required by statute.

-Training dates scheduled for teachers in core programs over the summer: ELA, Social Studies,

A three-person team from our CIP/MTSS Committee is attending an External Visitation workshop
in Sidney on June 26th
NSAA Changes of Note - 7

th and 8th grade team managers are allowed to participate in high school

practice in Volleyball, Basketball, Cross Country, Track & Field.
A 35 second shot clock will be utilized in basketball.
Summer Workouts - Weight room is from 5:30-7:00 and 7:00-9:00 for athletes to complete a
weight and core training circuit along with agility/speed drills

Secondary Bell Schedules for 2024-2025
There will be four lunch periods rather than the three in the 2023-2024 school year. Lunch period
times will be consistent with the exception of the 1:00 dismissal day.
Wildcat Period for intervention, make-up work, and meetings is scheduled between the first and
second periods.

August 15th, 2024 at 5:00PM was set date for the Open House.

Approve and accept the bid from Peetz Farmers Coop to supply propane to the School District and
associated members of the Interlocal for the fixed price of $1.15 per gallon delivered to the
Interlocal members' propane tanks beginning September 1, 2024, and ending on August 31, 2025.
