Notice of the Monday, December 12, 2022, Board of Education Regular Meeting was published at the entrance to the school, the Banner County Court House, the Harrisburg Post Office, Banner Capital Bank, the school website, and in the Western Nebraska Observer.

Call to Order

The Regular Meeting of the Banner County School District Board of Education was called to order at 7:00 PM, in the school cafeteria.

The Nebraska Open Meetings Act is displayed in the cafeteria.

 

Roll Call/Welcome

Present: Laura Baker, Bret Jeffries, Ronald Johnson, Jake Knaub, and Douglas Olsen. Also present: Evelyn Browne, Superintendent/BOE Secretary and Principal Charles Jones.

Motion to excuse BOE member Megan Allen from the December 12th, 2022, regular meeting of the Banner County BOE. Passed with a motion by Laura Baker and a second by Jake Knaub.

President Ron Johnson invited members and guests to stand for the Pledge of Allegiance.

 

Approval of Agenda

Approve agenda for the December 12th, 2022 Banner County Regular Board of Education meeting. Passed with a motion by Douglas Olsen and a second by Bret Jeffries.

Presentations

Students of the Month - Dr. Browne presented October and November Students of the Month. Rhys Belden, 7th grade received his certificate. Due to the weather conditions, students who were unable to attend will be invited back to the January meeting.

Awards and Recognitions

President Ron Johnson commended the following students, staff, and patrons:

-Students of the Month: Ariel Acosta (grade 12), Trace Olsen (3), Riata Peterson (Grade 1), Rhys Belden (Grade 7)

-Jacob Parsons & Adam Knaub placed 6th in the Chadron State Scholastics accounting contest

  • Wyatt Onstott, Travis Onstott, and Isaac Olsen were selected for the High Plains Honor Band
  • Keira Bolander was selected for the High Plans Honor Choir

    -Wyatt Reichenberg qualified for the Jr World Finals Rodeo in Las Vegas, finishing 18 out of 45.

    -Sandy Wounded Arrow will have her research on the Buffalo Soldier Bands published in the Nebraska History Magazine, Winter 2023 issue.

     

    Reports Superintendent Community

    -Breakfast with Santa on Saturday, Dec. 10th was very well attended. Thanks to everyone who helped out with activities!

  • Request for bids for a 14 passenger bus were sent out to six companies, due Dec 20th.

    Student Programs & Enrollment

    -Current 2022-2023 Enrollment - 149 PK = 9; K-5= 67; 6-8= 31; 9-12=39; LL- 1; VALTS-2

    -Option IN - 53 Option Out - 10

    -High Ability Learner grant of $3,234 awarded

  • Supply Chain Assistance Grant of $7,458.80 awarded
  • Repairs to West Teacherage due to fire damage will be completed by Rusch’s General Contracting. Quote of $3,331 to be paid by ALICAP upon completion.

Personnel

-Commend Tod Wenger for his rapid response to fire in West Teacherage on Nov. 16.

Principal

  1. Mrs. Gifford and Mrs. Hilbert took a group of students to the Sportsmanship Summit at Alliance on November 15.
  2. FFA students traveled to Chadron to compete in LDE on November 16.
  3. A representative from WNCC was here on November 16 to talk to Juniors and Seniors.
  4. MAC One Act was held in Bayard on November 17.
  5. I attended the SMCA All State Meeting on November 22.
  6. District One Act was held in Chappell on November 30.
  7. A representative from EWC was here on December 5 to talk to Juniors and Seniors.
  8. There was a representative from 21st Century Equipment to talk to Juniors and Seniors on December 6.
  9. I attended an NSCAS Workshop at ESU 13 on December 8.
  10. We had Breakfast with Santa on December 10. Thank you to everyone who facilitated activities, helped with coffee, and thank you to Hendersons for providing the horse drawn carriage rides.

Board of Education

-2022 Election Certification has received from the County Clerk.

-Staff Holiday Dinner rescheduled at the Hampton Inn on Dec. 21st at 6:30pm

Committee Reports

Transportation and Grounds: No report

American Civics, Curriculum, and Technology: No report

Policy Review: No report

Personnel and Negotiations: The 4th meeting took place Dec. 12 with a tentative agreement reached. The negotiated contract will go to the BCEA for approval and then be placed on the January 9th Regular Meeting for Board approval.

 

Consent Agenda

Motion to approve the consent agenda. Passed with a motion by Bret Jeffries and a second by Laura Baker.

-Approve the Minutes of the November 14th, 2022 regular meeting and the December 1st, 2022 Work Session.

-Approve the payment of bills and salaries totaling $347,146.52 for the December 12th, 2022, regular meeting.

 

Approve new policy, 1st reading

Approve 1st reading of new Policy 407.08 Certificated Employee Tuition Reimbursement. Passed with a motion by Ronald Johnson and a second by Jake Knaub.

Superintendent Evaluation

Go into closed session at 7:22PM, for the Superintendent Evaluation for the protection of the public interest OR to prevent needless injury to reputation of an individual. Passed with a motion by Douglas Olsen and a second by Laura Baker.

At 8:17PM, the Board came out of closed session with no decisions being made. President Johnson declared the meeting in open session at that time.
