Monday, February 12, 2024
Notice of the Monday, February 12, 2024, Board of Education Regular Meeting was posted at
Harrisburg U.S. Post Office, Banner Capital Bank, Banner County Courthouse, Banner County
School, the Banner County web-site, and in the Western Nebraska Observer.
Call to Order
The Regular Meeting of the Banner County School District Board of Education was called to
order at 7:00 PM, in the school cafeteria.
The Nebraska Open Meetings Act was displayed in the cafeteria.
Roll Call/Welcome
Present: Megan Allen, Laura Baker, Ronald Johnson, Jake Knaub, and Douglas Olsen.
Also present: Evelyn Browne, Superintendent/BOE Secretary and Troy Holmberg, Principal.
Pledge of Allegiance
President Ron Johnson invited members and guests to stand for the Pledge of Allegiance.
Approval of Agenda
Approve agenda for the February 12th, 2024 Banner County Regular Board of Education meeting.
Passed with a motion by Douglas Olsen and a second by Laura Baker.

Presentations
-Dr. Browne presented Students of the Month for January: Judd Stauffer – PK, Judah Garrett – 2,
Andie West – 12, Adam Knaub – 12.
-Annual Report to Patrons. Dr. Browne presented the Annual Report. The report will be mailed to
patrons in the next Scratching Post.

President Johnson commended the following students and staff:

-Spelling Bee Winners: Congratulations to all the students who participated in the Annual Spelling
Bee on February 1st. Winners: 1 st place: Tack Cross (7th grade), 2 nd place: Shawnie Mason (8 th
grade), and 3 rd place: Colesen Gilbert (8 th grade).
-JH Girls Basketball won the MAC Championship in Bridgeport on Saturday, February 10th.
-Wyatt Reichenberg was the district Champion Wrestler at Bayard on Saturday and will go on to
the State Wrestling Championship on Feb 15th.
-Congratulations to Sandy Wounded Arrow whose article on the Buffalo Soldier Bands was
published in the Nebraska History Magazine.

Superintendent
COMMUNITY
-Monument Elite Volleyball practicing Sundays & some Thursdays in the gym.
-Senator Hardin will host a Town Hall on March 8 th in the gym, beginning at 1:00pm
-BEAD is the federal program administered by the National Telecommunications and
Infrastructure Administration (NTIA) intended to address issues of Broadband Equity, Access,
and Deployment (BEAD). The FCC expects to produce a map that shows broadband availability
on a location-by-location basis. There is a challenge process and all residents are encouraged to
verify the service they receive at their home and/or business is accurately reflected on the map.
If not, a challenge should be filed to correct it. Banner County will serve as an advocate for
consumer challenges.

- Asbestos testing in roofing and windows all negative – all clear for project to move forward
Student Programs & Enrollment
- Current 2023-2024 Enrollment – 144 PK = 8; K-5= 65; 6-8= 33; 9-12=36; LL-1: V-1
- Option IN – 43 Option Out – 16
-ALICAP refund of $714 following Workman’s Compensation Payroll Audit
-State Apportionment of $23,138 received – based on enrollment at $154.34 per student
-March 15 and 22 will NOT be OEFs due to staff development and hosting JH Quiz Bowl.
-NDE review found us to be out of compliance. We worked with ESU13 to develop a corrective
action plan that has been approved. (NDE letter attached)
Personnel
-Kari Gifford tendered her letter of retirement. She is thanked for his service to our students as
teacher and AD for 30 years.
-I will attend the University of Wyoming Teacher Fair March 7-8

Teachers are in the process of completing the Taking Inventory document. This creates a list of
instructional materials, methods, and assessments being used to address core instruction for all
students (Tier 1) and interventions as needed (Tier 2 and 3).
Wrestling State Qualifier
Wyatt Reichenberg took home 1 st place in the 195 lb division at the Class D-4 District
MAC Champions
Our girls team defeated Garden County 24-16 on Saturday to secure the MAC Junior High
Basketball Championship.

Approve a software license and maintenance agreement with Software Unlimited. The initial
conversion and set-up fee is $6,140; the annual license fee is $6,890. Passed with a motion by
