Board of Education Meeting

Notice of the Monday, October 14, 2024, Board of Education Regular Meeting was posted at
Harrisburg U.S. Post Office, Banner Capital Bank, Banner County Courthouse, Banner County
School, in the Western Nebraska Observer, and on the school website.  
 
Call to Order
The Regular Meeting of the Banner County School District Board of Education was called to
order at 7:01 PM, in the school cafeteria.
The Nebraska Open Meetings Act was displayed in the cafeteria.
Pledge of Allegiance
President Ron Johnson invited members and guests to stand for the Pledge of Allegiance. 
Roll Call/Welcome
Present: Megan Allen, Laura Baker, Ronald Johnson, Jake Knaub, Douglas Olsen, and Ryan Olsen.
Also present: Evelyn Browne, Superintendent/BOE Secretary and Troy Holmberg, Principal.
Approval of Agenda
Approve agenda for the October 14th, 2024 Banner County Regular Board of Education meeting.
Passed with a motion by Jake Knaub and a second by Laura Baker.

Awards and Recognitions
-Students of the Month: Ellie Groves (PK), Matias Bocanegra (3), Gannon Scheer (4), Kambrie
Loutzenhiser (7), Logan Mason (11).
 -9 FFA members competed in the district range judging contest in Sioux Co. on Sept. 11 th . 
Isaac Olsen finished 3 rd  overall in the senior division out of 72 individuals. The Junior team finished
2 nd  overall with team members Austin West, Wilber Reichenberg, Shawnie Mason, and Makynna
Boettcher. Austin placed 5 th  overall individually, with Wilbur 13 th , Shawnie 20 th , and Makynna
23 rd  out of 75 contestants. 
-Isaac Olsen placed 67 th  out of 197 at the state contest in Chase Co. on Sept. 25 th .
-Land Judging was held on Oct. 2 nd  in Cheyenne Co.  with 5 members competing.  Tobey May
finished in the red ribbon category placing 26 out of 84 individuals.
-Kristian Clure and Isaac Olsen for making Mr. Avila’s Male's 500 Pound Weightlifting Club with
their combined maxes for Bench, Squat, and Power Clean. Brianne Woodral for making the Female
600 Pound Weightlifting Club with her combined maxes from Bench, Squat, Clean, and Deadlift.
-Jr. High Football team for their 33-20 victory over South Platte on 10/7/2024. First win over South
Platte in 10+ years. 
-Knox Hottell (President), Quincy Boettcher (Vice P.), and Tate Olsen (Secretary) were elected by
their peers to become JAG Career Association Officers and will be traveling to Omaha this month
for a Leadership Development Conference. 

-Thank you to Coaches Wes Albert and Kyle Boettcher for coaching the 4th—6th Grade Football
Team! 
-Jessica Stauffer completed and submitted our Targeted Improvement Plan to NDE. Banner County
had 9/9 green for the district, and 100% complete and compliant in each area. Our ESU13 SPED
support person stated this is the best score she's seen. 
-Coach Kyle Boettcher thanks Jake Knaub, Ryan Olsen, Jim Revelle, Brandon Avila, Tod Wenger,
Mr. Holmberg, Nate McGowan, Isaac Olsen, Luke Olsen, Quincy Boettcher, and Tate Olsen for all
of their efforts in making this season successful. An extended thank you to all of the parents for
investing the time into your athletes to make this season a success! Go WILDCATS!
-Congratulations to the following students who represented Banner County wonderfully at the
Chadron Scholastic Contest by participating in 20 different tests against hundreds of students from
schools in Nebraska, South Dakota, and Wyoming: Jackson Onstott, Shawnie Mason, Isaac Olsen,
Keira Bolander, Micah Dittbenner, Logan Mason, Lydia Grant, Leeigh McGowan, Sofiah Villagrana,
Karleigh Leslie, Kristian Clure. A special congratulations to Lydia Grant who tied for second place in
Business Management Decision Making.

Superintendent
Community
-Banner County Fire Department conducted a "live" fire drill on October 9 followed by emergency
response equipment demonstrations for all students PK-12.
Facilities & Transportation
-Jared Routh, CEO of High West Energy, presented the LED rebate check on Oct 9. The rebate of
$13,172.32 brings our total rebate amount for the Energy Project to $25,065.60.
- September Facilities Report (attached)
-ALICAP annual safety inspection completed on October 9. Excellent report! Two
recommendations: 1) spray to remove wasps near playground and old gym, and 2) install second
handrail in old gym.

-Ron Vella resigned due to health issues. His service over the past two years is appreciated.

CIP (School Improvement)
-K-8 Math teachers met with Kristin Karsten from ESU 13 on Oct. 4th and 11th. The focus was on
the selection of the next math textbook series.  These meetings focused on the planning process
and determining a vision for math instruction. Later this semester we will choose an evaluation
instrument and review various series.
-We have two teachers attending the NATM (Nebraska Association of Teachers of Mathematics)
conference in Kearney this Friday.
-We have teachers attending presentations on various dates in Sidney relating to the new Science
Standards that were approved September 6th.
-Our CIP/MTSS team will be attending a workshop at ESU 13 on October 23rd. 
Football Season Forfeiture
-Varsity season ended due to lack of available players. Per NSAA guidelines, we are responsible for
paying officials and providing $1000 to the host school of an away contest.  Leyton has foregone
the $1000 payment.

-The Superintendent Evaluation is due Nov. 6 th .

American Civics, Curriculum, and Technology: Next meeting set for Nov. 11 th at 6:30pm
Policy Review: No report.
Personnel and Negotiations: 1st Negotiations meeting scheduled for October 21st at 6:00pm in the
Library. The BCEA Committee Members are: Kinsey Groves (Speaker), Priscilla Stauffer (2nd
Speaker), Kaitlin Knaub (Note-taker), Stephanie Stricker, Ray Lemoine, Deb Griebe.
