Board of Education Meeting
Monday, March 11, 2024

Notice of the Monday, March 11, 2024, Board of Education Regular Meeting was posted at
Harrisburg U.S. Post Office, Banner Capital Bank, Banner County Courthouse, Banner County
School, the Banner County web-site, and in the Western Nebraska Observer.
 
Call to Order

The Regular Meeting of the Banner County School District Board of Education was called to
order at 7:04 PM, in the school cafeteria.
The Nebraska Open Meetings Act is displayed in the cafeteria.

Roll Call/Welcome

Present: Megan Allen, Laura Baker, Ronald Johnson, Jake Knaub, and Douglas Olsen.
Also present: Evelyn Browne, Superintendent/BOE Secretary and Troy Holmberg, Principal.

Pledge of Allegiance

President Ron Johnson invited members and guests to stand for the Pledge of Allegiance. 
Approval of Agenda
Approve agenda for the March 11th, 2024 Banner County Board of Education Regular meeting.
Passed with a motion by Laura Baker and a second by Megan Allen.

Presentations

-Dr. Browne presented Students of the Month for February - Mattias Bocanegra, Grade 2 and Keira
Bolander, Grade 11.
Class of 2024 Officers presented information on the Senior Trip to South Dakota.
Awards and Recognition
President Ron Johnson commended the following students and staff:
-Students of the Month - Matias Bocanegra, Grade 2 and Keira Bolander, Grade 11.
-Wyatt Reichenberg - was the 190# runner up at the Nebraska state wrestling championships in
Omaha on February 17 th
- FFA district contest at Kimball on March 6th:
-Agronomy Team placed 10th: Abigayle Jones 20th overall, Marie Hein 21st, and Janie Fonseca-
Warm 27th.
-Meats Judging Team placed 3rd: Brendyn Onstott was 11th overall, Tobey May 13th, Nathan
Clement 15th, Jacob Parsons 18th, and Ti Gaasch 34th.
-Environmental & Natural Resources Team placed 5th: Adam Knaub was 6th overall, Isaac Olsen
10th, Andie West 28th, and Brentsen McGowan 32nd.
The Meats Judging and Environmental & Natural Resources Teams qualified for the state contest
in Lincoln on April 3-5.

-Congratulations to the K-2 girls and the 1-2 boys basketball teams - both teams did a fantastic job
this season.

Superintendent
COMMUNITY
-FFA Silent Auction and Dinner was well attended by community supporters.
-Senator Hardin security meeting was well attended.

Facilities & Transportation
-Facilities report [attached]
-AMERESCO update: All Seasons Roofing (Cheyenne) will begin prep work on the roof May 13 th .
Only two workers will be on the roof to limit noise in classrooms. The project work schedule is
attached.

Student Programs & Enrollment
- Current 2023-2024 Enrollment - 144   PK = 8; K-5= 64; 6-8= 33; 9-12=36; LL-1; VLTS-1; PBDT-1
- Option IN - 42           Option Out - 18
-Awarded Supply Chain Grant (Nutrition Services) $8,306.08
-Annual Report included in the Scratching Post mailing.
-PK/K Registration will be April 12 st at 9:00am
Personnel
-Letter of resignation received from Sandy Wounded Arrow, vocal and instrumental music teacher.
She is thanked for her service and dedication to BCS students for 19 years.
-I attended the University of Wyoming Teacher Fair March 7-8.
-Interviews for music educator and business/engineering will take place this week.
-Sonja Lind will attend the NAEP State Convention on March 27-28 in Kearney.
-I will attend the NASB Finance Workshop on March 20 in Gering.

Spanish Courses 2024-2025
We are planning to receive Spanish I and II via Distance Learning through the World Languages
department at ESU 5. Kimball will be receiving the same feed. This will allow us to share costs.

Scheduling 2024-2025
We have been creating drafts for the bell schedules next year. In the next couple weeks, Mr.
Cooper will be meeting with individual grade levels regarding scheduling for classes.  Prior to this,
we have been updating the course description guide and setting up a program in JMC to assist in
the process.
Speech Districts
Our Speech Team competed at the district competition at WNCC today
Track Practice
We have three high school students currently participating in track

Consent Agenda

Motion to approve the consent agenda for the March 11th, 2024 regular Board of Education
meeting. Passed with a motion by Douglas Olsen and a second by Jake Knaub.

Appoint Board of Education Member
Motion to appoint Ryan Olsen to the Banner County School Board of Education for the remainder
of the vacated term ending December 2026. Passed with a motion by Jake Knaub and a second by
Laura Baker.

Accept Certified Staff Resignation

Approve Classified Salary Schedules

Approve a 2% increase in the base pay on classified employee salary schedules for Class A, Class B,

Approve Request for Bids to Sell 2001 Chevy Suburban

Approve request for bids to sell fleet vehicle #19, a red Chevy Suburban, with a starting bid of
$3,500 to be sold in "as is" condition. Passed with a motion by Douglas Olsen and a second by
Laura Baker.

Go into closed session at 8:05 PM, to discuss personnel matters, for the protection of the public
interest or to prevent needless injury to reputation of an individual, if such individual has been
notified and has not requested a public meeting, Passed with a motion by Douglas Olsen and a
second by Ronald Johnson.

At 8:28 PM, the Board came out of closed session with no decisions being made.  President
Johnson declared the meeting in open session at that time.

Approve Principal's 2024-2025 Salary

Approve Troy Holmberg's' salary of $92,500 for Banner County School PK-12 Principal for the
2024-2025. Passed with a motion by Jake Knaub and a second by Douglas Olsen.
