Notice of the Monday, November 13, 2023, Board of Education Regular Meeting was posted at Harrisburg U.S. Post Office, Banner Capital Bank, Banner County Courthouse, Banner County School, the Banner County web-site, and in the Western Nebraska Observer.
Call to Order
The Regular Meeting of the Banner County School District Board of Education was called to order at 7:00 PM, in the school cafeteria.
The Nebraska Open Meetings Act was displayed in the cafeteria.
Roll Call/Welcome
Present: Megan Allen, Laura Baker, Bret Jeffries, Ronald Johnson, Jake Knaub, and Douglas Olsen.
Also present: Evelyn Browne, Superintendent/BOE Secretary and Wittni Boettcher.
Pledge of Allegiance
President Ron Johnson invited members and guests to stand for the Pledge of Allegiance.
Approval of Agenda
Approve agenda for the November 13th, 2023 Banner County Regular Board of Education meeting. Passed with a motion by Bret Jeffries and a second by Laura Baker.

Awards and Recognitions
-CATS Committed raised $142 for Festival of Hope by selling the Spike Out Cancer shirts for our Pink Out volleyball game on Oc. 19.
-CATS Committed students organized Red Ribbon Week events and booked the speaker, Officer Flick.
-The Banner County FFA team placed 3rd at the district Land Judging competition in Scottsbluff. Adam Knaub placed 5th, Nathan Clement, 15th, Wyatt Reichenberg, 25th, and Tobey May, 26th out of ninety competitors.
-National Honor Society students and advisors, Mrs. Groves and Mrs. Knaub for organizing the Veterans Day breakfast on Nov. 13th.
-Choral and Band students directed by Mrs. Wounded Arrow for the musical portions of the Veterans Day program.
-The American Legion Post 36 Color Guard for their participation in the Veterans Day program.
-Dr. Ron Johnson for being the guest speaker for the Veterans Day Program
-2/4th grade volleyball girls won their first match on Saturday. They did a fantastic job growing and progressing this season.

COMMUNITY
-Veterans Day program on Nov. 13th was well-attended
-Plans are underway for "Breakfast with Santa" on December 16th from 9:00am - 10:30 am.
Facilities & Transportation
- October Facilities Report (attached)
- Energyficient will start lighting portion of the project on Monday, Nov 27th Mr. Wenger and I will meet with AMERESCO for a quick coordination on Tuesday, Nov 21st. All Seasons Roofing, Sidney, was selected as the contractor.
-ALICAP Safety report received. Recommendations have been acknowledged and/or addressed. (Report attached)
Student Programs & Enrollment
-Current 2023-2024 Enrollment - 138 PK = 8; K-5= 63; 6-8= 32; 9-12=35; LL- 1
-Option IN - 40 Option Out - 16
-ESU 13 Annual Report provides information on the services and benefits to BCS students and staff (attached).
-Sophomores travelled to Gering/Scottsbluff area to participate in Career Connections "Career Cab" day on Nov. 8th. Student visited industry partners in selected Career Pathways such as Agriculture, Criminal Justice, Health Science, Human Services, Diesel Mechanics and Welding/Metal Fabrication.
Personnel
-Holiday Dinner scheduled at Hampton Inn on Dec. 14th. Menu to follow.
-EHA rates for 24-25 will increase 1.99%
-Posted anticipated Music Teacher opening for 2024-2025 due to retirement
Board of Education
Jake Knaub and Dr. Browne will attend the State Education Conference in Omaha, Nov. 15-17.
Committee Reports
Transportation and Grounds: No report.
American Civics, Curriculum, and Technology: Committee heard reports from the superintendent on the Veterans Day Program, future program adoptions in Social Studies (Elementary), ELA (7-12), and math (elementary). A Technology Committee will be formed early in the new year to revise current Technology Plan.
Policy Review: No report.
Personnel and Negotiations: BCEA was informed of EHA rate increase of 1.99%
As per negotiated agreement, either party may open the agreement when rates are "less than 4% or more than 8%"

Approve policy revisions on 1st reading
Approve 1st reading of revised Policy 801.01 Student Transportation. Passed with a motion by Ronald Johnson and a second by Jake Knaub.

ESSER III Program Review
Dr. Browne provided information on the current implementation. Amendment 4 was approved by the NDE and will conclude expenditure of the grant prior to September 2024 for .75 FTE Learning Recovery teacher and curriculum materials.
Superintendent Evaluation
Motion to go into closed session at 7:47 PM, for the purpose of reviewing the Superintendent's evaluation. The Superintendent has not requested a public meeting. Passed with a motion by Ronald Johnson and a second by Bret Jeffries.

At 8:12 PM the Board came out of Closed Session with no decisions being made. Douglas Olsen left the regular meeting at this time.
