Notice of the Monday, September 12, 2022, Board of Education Regular Meeting was published at the entrance to the school, the Banner County Court House, the Harrisburg Post Office, Banner Capital Bank, the school website, and the Western Nebraska Observer.

Call to Order

The Regular Meeting of the Banner County School District Board of Education was called to order at 7:00PM, in the school cafeteria.

The Nebraska Open Meetings Act was displayed on the wall.

 

Roll Call/Welcome

Present: Megan Allen, Laura Baker, Bret Jeffries, Ronald Johnson, Jake Knaub, and Douglas Olsen.

Also present: Evelyn Browne, Superintendent/BOE Secretary and Principal Charles Jones.

 

Pledge of Allegiance

President Ron Johnson invited members and guests to stand for the Pledge of Allegiance.

 

Approval of Agenda

Approve the agenda for the September 12th, 2022 Regular Meeting of the Banner County Board of Education. Passed with a motion by Douglas Olsen and a second by Bret Jeffries.

Awards and Recognitions

President Johnson commended the following students and staff:

-Marie Parker, School Nurse - presented at the National Association of Local Boards of Health Convention in Grand Rapids, Michigan in August. Her presentation was titled "What Public Health Has Met in Remote Rural Areas."

-Students who participated at State Fair: Makynna Boettcher, Kody Carpenter, Logan Mason, Shawnie Mason. Results: Shawnie Mason - 2nd Place Cupcake Decorating; Makynna Boettcher - 4th place Cupcake Decorating

COMMUNITY

-New Banner County News page in the Western Nebraska Observer will feature local school and county information, monthly superintendent column.

-BCPS Foundation held their first fundraiser of the year - VIP parking spots awarded to Jo Foland (FB) and Jay Dove (VB).

-Deputy Zane Hopkins addressed student drivers on road safety.

 

Facilities & Transportation
  • August Facilities Report (attached)
  • Final septic installation scheduled for this week at the North teacherage

-Annual ALICAP Inspection took place on August 26th. Excellent safety record; experience modifier

.78. Ken Navrotil commended Tod Wenger’s oversight. Report attached. Recommendations are highlighted in yellow.

-ALICAP Premium $113,878, an increase of 19% due to industry-wide increases and property reappraisal (Oct. 2021).

 

Student Programs & Enrollment

-Current 2022-2023 Enrollment - 149 PK = 9; K-5= 67; 6-8= 32; 9-12=38; LL- 1; VALTS-2

-Option IN - 53 Option Out - 16

-BCS is an approved Training Provider for the FMCSA. We can now provide the ELDT (Entry Level Driver Training) required for new CDL candidates. Tod Wenger will provide the Behind the Wheel portion of the training.

-United Way grant of $250 for classroom supplies received.

-District awarded 2021-2022 Safety Honor Roll certificate from ALICAP. Attached.

-ESSA application completed. New this year, districts are required to have written procedures for how transportation to maintain children in foster care in their school of origin when in their best interest will be provided, arranged, and funded for the duration of the time in foster care. Jim Luebbe (NASB) provided administrative regulation 801.01R1 (attached) to meet the federal requirement at my request.

 

Personnel

-Regular, sub, and activity bus drivers needed.

-Thanks to Mr. Pahl, Mr. Jones, & Mr. Caudillo for helping out with routes while we await CDL driversJ

 

Principal

  1. We hosted an Open House on Tuesday August 16 and was well attended. Thank you to all of the Board Members and Staff who helped make it a success.
  2. Teacher work days were on August 16-17. The first day for K-12 was August 18; the first day for PK was August 24.
  3. A group of students attended the Adventure Seekers trip to Medicine Bow Wyoming on August 19-21. Thank you to Mrs. Kari Gifford, Mr. Bill Gifford, and Mrs. Wittni Boettcher for sponsoring the trip.
  4. Mr. Bill Gifford took a group of FFA students to WESTCO FFA Field Day on August 24.
  5. Kody Carpenter, Logan Mason, Shawnie Mason, and Makynna Boettcher attended the State Fair Academic Competition held in Grand Island on August 27-28. Thank you to Mrs. Nancy Olsen and Mrs. Kinsey Groves for sponsoring the students on the trip.
  6. Homecoming Week was this week, there were a lot of activities and dress up days throughout the week. Thank you to Mrs. Wittni Boettcher and the Student Council Students for all their hard work.
  7. Mrs. Priscilla Stauffer and the 4th Graders attended “Tools and Technology” in Scottsbluff on September 7.
  8. Mrs. Priscilla Stauffer and the 4th Graders attended Flowerfield on September 9.
  9. Fall sports for High School and Junior High are in full swing.

 

Board of Education

Dr. Johnson reported on the NASB Area Meeting in Gering on August 29th. Dr. Johnson, Jake Knaub, and Dr. Browne attended.

Adopt Budget, Fiscal Year 2022-2023

Adopt the following Budget for Fiscal Year 2022-2023: General Fund Budget: $5,100,882; Depreciation Fund Budget: $419,937; Employee Benefit Fund Budget: $110,983; School Nutrition Fund Budget: $196,294; Special Building Fund Budget: $548,360. TOTAL BUDGET: $6,446,655 and UNUSED BUDGET AUTHORITY: $19,717. Passed with a motion by Bret Jeffries and a second by Laura Baker.

Approve Tax Request Resolution, Fiscal Year 2022-2023

Approve the District's Tax Request for the 2022-2023 school fiscal year: the General Fund is set at

$2,657,822, Tax levy .857 and the Tax Request for the Special Building Fund is set at $50,505, Tax levy .016. The total tax levy will be $.873 per $100 of assessed value. Passed with a motion by Douglas Olsen and a second by Bret Jeffries.
